The District re-entry team and administration are working to provide the Cedarburg learning community with guidance to prepare for, and conduct, an effective re-entry into school. Because experts continue to learn more about COVID-19 and the conditions surrounding the crisis are evolving, this guidance will likely change. We will continue to coordinate with local authorities, such as state and local health departments, health centers, consulting physicians and health-care providers, and update procedures based on the information received from these stakeholders.
Procedures outlined below are based on recommendations from federal and state resources, collaborative partners and institutional best practices and are not, unless otherwise indicated, required by statute or regulation and updated as situations change.

Guiding Principles
The Guiding Principles provide decision-making parameters for re-entry planning for the 2020-21 school year.
We are committed to these 3 Guiding Principles: Access, Quality, and Safety.

ACCESS Provide students instructional access in two ways: 1) PRIMARY attend school on campus or 2) VIRTUAL access to synchronous/asynchronous learning. Access to virtual instruction will be based on factors related to COVID-19 and their families.
QUALITY All students who access instruction whether through on-campus or remote learning, will have access to the Cedarburg School District adopted curriculum. All high quality and rigorous instruction in the core content will be provided by a certified instructor, with support from a high-quality paraprofessional and/or instructional aide using the best practices available.
SAFETY In-person education will be provided in the safest environment possible given the personal protective equipment available at the time. All appropriate safety measures will be taken, within reason, to mitigate the spread of C-19. Health Department guidelines will inform district decisions to strive for safety while maintaining the integrity of a vibrant and flourishing school climate and culture.
Remote instruction will be at a location determined by the parent and it will be the parent’s responsibility to ensure appropriate safety measures are taken.

- Students attend in-school instruction. Absence from in-person instruction due to a quarantine or extended health concern will be addressed by individualized planning on how to best accommodate the student’s learning and instruction.
- Student engagement expectations according to Board Policy, including attendance, participation, personal engagement, and completion of tasks.
- Incorporation of all health protocols, including 1) wearing a mask; 2) maintaining student groups throughout the day as much as possible; 3) handwashing/sanitizing on a regular and consistent basis, surface/object sanitizing, daily symptom screening and temperature taking at home and social distancing whenever possible.
At-Home/ Virtual Attendance 4K-12
- Five days a week
- Students attend school from home. At times there may be opportunities for virtual attending students to work with the on-site students. Students will have opportunities to connect, engage, and participate in core content areas (Examples: Math, English Language Arts, Science, Social Studies). Some classes may be excluded from this model.
- Student engagement expectations include regular daily attendance, completion of, and participation in rigorous assignments, similar to peers accessing “In-Person Attendance.”

At the August 12 school board meeting, principals presented their Learning and Safety Plans for the 2020-2021 school year. The days and weeks of this pandemic continue to ask us to think creatively and adjust frequently. The outlined plans below provide a broad overview of the efforts occurring at each school to ensure the safest and most optimal learning environment and opportunities for all students. HVAC, Sanitation and Effect on Indoor Air Quality
- Currently, 75% of each school's AHU’s are UV light protected. CSD is looking to expand the UV light to 100% of the AHU’s and increase those light banks to a single pass kill rating.
- Our units currently have 13 MERV Filters, which is rated for Coronavirus.
- CSD currently runs all of our units in accordance with ASHRAE standards and provides the appropriate amount of CFM’s for those designed classrooms.
- CSD has increased our outdoor air ratio to provide more fresh air to our rooms from 5% to 20%, which far exceeds industry standards.

Posters/Signage/Visuals
Posters will be placed throughout all school buildings reinforcing health safety practices such as frequent hand washing, cough etiquette, and the importance of staying home when suffering from cold/flu/COVID-19 symptoms. Drinking Fountains
Only the touchless, water bottle refill feature will be accessible and will be cleaned on a nightly basis. The spigot feature will be off or removed from all units.
Classrooms
- All desks and other frequently-touched areas within the classroom will be cleaned after each class period (middle and high schools) prior to the arrival of the next group of students.
- Scheduled cleanings of desks and other frequently-touched areas will occur in all elementary classrooms multiple times throughout the day at regular intervals.
- All classrooms will be will be sanitized and disinfected every evening.
- Deep cleaning will occur weekly and classrooms will be treated with the UV light on a weekly rotational basis.
Common Use Areas
All common use areas will be cleaned and sanitized after use, treated with the UV light on a nightly basis, and all commonly-touched surfaces/frequent touchpoints will be treated with the Pro-Texus/Clorox 360 unit throughout the day.
Building Offices
All offices will be cleaned and sanitized on a nightly basis and plexiglass barriers will be placed in the main offices of all school buildings.
Restrooms
All staff, student and health room bathrooms will be cleaned, sanitized and treated periodically throughout the day and the UV light will be applied on a nightly basis.
Lunchroom Guidelines
Unique to each school, seating capacity and social distancing enforced as reasonable.
Health Rooms
Any isolation room associated with the health room used to house students/staff suffering from cold/flu/COVID-19 symptoms will be cleaned, sanitized and treated with the UV light in between each use, including all furnishings and equipment. Health room personnel will be provided with necessary cleaning/disinfecting supplies in which to carry out this recurring task.
Physical Education Equipment/Weight Room
All materials used during PE class will be cleaned/disinfected after each class and will be modified to maximize social distancing. Weight room equipment will be placed 6 ft. apart and immediately cleaned after each use as well as sanitized every night. Any use of the locker room for changing needs will be staggered among participants. Hand sanitizer will be available and every participant will be expected to use upon entry and exit.
Playground Equipment
Playground equipment/high-touch surfaces made of plastic or metal, such as grab bars and railings, will be cleaned between group usage. Posters will be placed at each school playground reminding both staff and students the importance of social distancing.

In anticipation of having students and staff back in our school buildings, the district will implement a variety of in-person health and safety measures. These include the following:
Hand Washing
Students and staff will be regularly reminded about the importance of proper hand washing. Teachers may allow for more breaks to give students the opportunity to wash their hands, either at a classroom sink or in a restroom. In addition, we will place no-touch hand sanitizer units throughout our buildings. Students and staff will be encouraged to use hand sanitizer regularly.
Masks and PPE
In attempt or reduce the transmission of COVID-19 in our schools, all CSD employees are required to wear face coverings when inside buildings or where social distancing cannot be maintained and all CSD students are required to wear face coverings inside the school building and when/where social distancing cannot be maintained. All CSD students will be required to wear a cloth face covering when inside any school building at the start of the 2020-21 school year. This will remain in effect until the state-issued mandate expires on September 28, 2020, at which point the Cedarburg School District will then put into place the face-covering requirement guidelines that were approved by the School Board on July 29, 2020. Please take a moment to review this CSD Face Covering Fact Sheet with your student, prior to the start of school, regarding cloth face coverings and healthy practices. We've outlined some key factors to consider when choosing a cloth face covering for your student.
Transition Between Classes
To help avoid situations in which large groups of students are gathered in one place, we will adjust the way students move between classrooms and other spaces in our schools.
Drinking Fountains
Although drinking fountains will continue to function in our schools, we will discourage students from using them. Instead, we recommend that all students bring water bottles to school so that they can refill them at a drinking fountain or sink. Students should not share water bottles with others.
Entering & Exiting Schools
To protect students’ safety and provide for more orderly entrance to buildings, all students will enter and exit each building at one set of doors. Family members should not leave their vehicles when picking up or dropping off students.

Face Mask & Coverings
In an attempt or reduce the transmission of COVID-19 in our schools:
All CSD employees are required to wear face coverings when inside buildings or where social distancing cannot be maintained.
All CSD students are required to wear face coverings inside the school building and when/where social distancing cannot be maintained.

When does the student need to wear a mask?
When I am within 6 feet of someone.
When I am talking to other students or an adult.
When I am in a classroom working in a small group.
When I am in the hallways, bathrooms, or other common areas.
When I am outside AND social distancing cannot be maintained.
Social Distancing
- Staff and students are expected to practice 6 feet of social distancing, when and where possible.
- Student cohorts will be established when appropriate.
- All efforts will be made to social distance, however, due to class size and classroom square footage, social distancing of 6 feet cannot be consistently maintained at all times.
- Non-essential classroom furniture will be removed to maximize spacing between student work areas.
- Instruction and guidelines will be provided regularly to students to maintain traffic patterns, keep hands to oneself and to eliminate sharing or touching personal belongings.
- Floor signage and guides will be used throughout the building to reinforce social distancing.
Classroom Spacing
Classrooms will be reconfigured and will include safety signage and sanitation stations, as reasonably appropriate. Classrooms will be reconfigured and additional rooms may be used to increase social distancing while maintaining a desirable learning environment. All efforts will be made to maintain social distancing, which may range from 3 ft. - 6 plus ft. based on class size and room square footage; CSD classrooms range from 850-1300 sq. ft. Six feet of social distancing is not guaranteed throughout the school day.
All desks and/or tables and chairs will be placed in the forward-facing position limiting face to face contact among classroom participants. Small group activities will be minimized, but when/if utilized, all students and staff (teachers/paras/instructional aides) will wear a cloth face covering.
- Classrooms will be reconfigured to maximize space.
- Non-essential furniture will be removed to maximize floor space.
- Safety signage and sanitation stations will be placed in rooms.
- Additional rooms may be used to increase social distancing while maintaining a desirable learning environment.
Portable Plexiglass Shields
Portable physical barriers will be used in all classrooms and public spaces. All Speech and Language Pathologists will be provided with a portable plexiglass barrier and plastic face shield due to the necessary closeness required of SLP and students during therapy appointments.

Posters and floor markings will be placed throughout all buildings.

If a staff member or student tests positive for COVID-19, that individual will not be allowed to return to school until the following three criteria are met:
- He or she is fever free for 72 hours AND
- He or she is symptoms free for 72 hours AND
- At least 10 days have passed since the start of symptom onset
Contact tracing, which is the process of determining who had close contact with the person diagnosed with COVID-19, will be performed with all positive cases. Close contact is defined as someone who was within 6 feet of the person diagnosed with COVID-19 for at least 15 cumulative minutes, 48 hours prior to the affected individual’s symptom onset.
Any individual that was exposed to the affected individual, or is deemed a close contact, will have to complete 14 days of quarantine before being allowed to return to school or work. Even if the exposed individual tests negative prior to the end of the 14 day quarantine period, he or she will not be allowed to return until the full 14 day period due to the incubation period for COVID-19 is believed to extend to 14 days.
In all cases, the Cedarburg School District will work closely with the Ozaukee Washington Public Health Department and follow the guidance provided by the CDC and Department of Health Services whenever a positive case arises.
Health Protocol
Suspected COVID-19 Case:
- Any student(s) experiencing a fever, and/or cold, flu or COVID-19 like symptoms will be required to wear a medical face mask, placed in the isolation room and have their parent/guardian contacted for pick up.
- Any student placed in the isolation room will be monitored by the school nurse or health room personnel until the parent or guardian arrives.
- The district nurse will provide instruction regarding recommended next steps, i.e. follow up with HCP, possible COVID-19 testing, and also provide guidance regarding when the student may return to school if he/she tests positive for COVID-19 and/or if the student is not tested, but remains symptomatic.
- Additional guidance from DHS is pending and therefore additional information may become available at a later date.
Verified COVID-19 Case:
- If a student tests positive for COVID-19, the following procedure will take place.
- Washington Ozaukee Public Health Dept. (WOPHD) will notify the student and his/her family of the positive test result.
- Within 24 hours of receiving that positive COVID-19 test result, WOPHD will inform school administration and provide the name of the student. However, this process may be delayed if the health department has difficulty reaching the student/family as they need to be notified prior to the school’s notification.
- WOPHD will conduct contact tracing with the student’s primary instructor, parent/guardian, and the student to create a contact listing which will include the names of close contacts.
- WOPHD informs the close contacts of their exposure, provides education, and recommends that those close contacts quarantine for 14 days.
- WOPHD continues contact tracing post-interview with primary teacher, parent/guardian and student. This may include contacting other instructors and/or parents of other students who may be considered close contacts.

Instruction
The district is preparing to provide instruction through two learning environments: 1) Primary Instruction (where students attend school inside district schools), and 2) Virtual Instruction (where students attend school from home and receive synchronous and asynchronous learning content).
As planning continues for the 2020-21 school year, we are asking families to commit to one of the two learning environments for each of their students by Quarter (9-12) and Semester (4K-8). Families will have the opportunity to update their learning environment selection prior to each quarter for the 2020-21 school year. The information will allow for the development of instructional components to address both in-person and remote learning, which will ensure a high-quality experience for all.

Student Services
- If a virtual / at-home learning option is selected at any time during the 2020-2021 school year, the student's IEP Team will need to be convened to review/revise the IEP document and make the appropriate adjustments. The District is currently working with its legal counsel on issues central to IEP programming and the remote learning environment. The District will update parents as more information becomes available.
- Special Education case managers are developing plans to assist with re-entry into schools as well as adjusting to the requirements of social distancing, wearing a mask, etc.
- If a student’s program needs to be modified or adjusted because of COVID-19 concerns, parents are encouraged to contact the case manager to discuss the issue and decide whether an IEP revision might be necessary.
- IEP meetings will continue to be held virtually until further notice. Contact the building principal or case manager with specific accommodation requests.
- NOTE: If a student needs a face covering accommodation because of a health or disability issue, parents are encouraged to contact their IEP case manager and building principal.
Technology
- All 5K-12* Students and Staff will receive and use their designated device (Chromebook) and must clean the device regularly as they arrive at school and throughout the day. Technology devices will be shared-use.
- Interactive Flat panel displays/SMARTBoards will be cleaned after the person that touches the device. The touch of the device will be minimized to teacher use whenever possible.
- Each school will have a UV-C disinfection cabinet to sanitize Chromebooks, laptops, headphones, phones in two minutes.
- A dedicated website and procedures for support of staff and students who are working remotely will be provided. Support personnel will be available 7:30am - 4:00pm.
- Each classroom that will need to have live stream capabilities will be equipped with the appropriate technology.
*4K student devices distributed as needed.
Mental Health & Wellness

Food Service and Lunchroom Guidelines
Unique to each school, seating capacity and social distancing enforced as reasonable and social distancing practices will be in place, to the extent possible, while eating.
- The number of lunch periods, locations and the number of students eating at one time may be adjusted to increase social distancing.
- Special considerations and accommodations will continue to be made for students with different dietary needs and allergies.
- Sharing of personal items and food items will be prohibited.
- Sanitization will occur between lunch periods, and as necessary.
Various approaches will be taken with meal serving to increase sanitation and reduce the amount of shared contact.
- More packaged items instead of shared serving choices.
- Changes to the menu options.
- The elimination of a shared touch keypad for entering student ID numbers and move to a cashless checkout.
- Disposable utensils will continue to be used along with commercial-grade cleaning of trays after each use.

A Facilities Readiness Checklist will be completed before every shift to ensure safety for our students and staff.
Employees:
- Masks will be worn at all times for employees.
- Mask and a shield will be worn for employees who cashier.
- Mandatory handwashing every 20 mins.
- Proactive use of PPE will be in place.
- Mandatory COVID training for all employees prior to the beginning of the school year.
Sanitation Standards:
- Emphasis on repeated cleaning of high touch areas with disinfectant wipes.
- Door handles, tables, trays, cooler doors, phones, etc.
- During service all keypads at each register will be replaced with ID scan guns.
- Every 20 minutes, all surfaces in the service area will be disinfected.
Parent Communication:
- Aramark will be launching a reopen series newsletter that focuses on our reopening strategies and new operational processes and solutions to engage our students and the school community.
- Includes safety information, continued plans and processes as they are developed, tested and implemented.
Service Model:
- Grab n Go for all reimbursable meals and main entrees.
- Discontinuing any self-service areas and replacing them with grab n go options.
- Refocusing on our menu to limit the number of options available to students to streamline and focus on speed of service while maintaining nutritional standards.
- All service areas will be regulated and mandated that students will be 6 ft apart when they are in the service lines.
Food Service Going Cashless:
One of the many changes that we are rolling out in the Food Service Department is going cashless in line. Although the CDC recognizes that COVID is not spread through cash, we recognize that being in close contact for a period of time with individuals who may be infected is not something we take lightly. To ensure safety in our students we are mandating that students will need to pre-pay for all charges on the account regardless of a prior block or message on their account. This will ensure speed, efficiency and safety in line. In addition, we are asking all students to bring their student ID with them and present it at the time of purchasing to minimize high touch areas. Parents are still highly encouraged to pay for their student's lunch balance through RevTrak or by check to their school’s main office.

School Bus Ridership
Social distancing will vary based on the number of students per bus and spacing will take place as much as possible. Riteway would be the best resource for the most up-to-date information on individual routes as they are currently going through the process of developing all the different schedules for 2020-21. Based on feedback from our surveys, we are expecting to see a drop in ridership as a result of personal preference and the number of students choosing to start the year through virtual learning. Our goal will be to maximize social distancing as much as possible on buses and review any routes that are approaching high capacity. However, this can be challenging at times based on how routes need to be scheduled for students to avoid extremely long ride times. In addition, we are required to provide transportation to all eligible students in the community and preferences for families may change so we also need to be ready for that ebb and flow during the year.
Face Covering Requirement for Students
Reminders and enforcement of the mask mandate will come from the building level. Students will be reminded on a consistent basis about wearing their masks on the school bus and issues will be referred to the main office at each building. Unfortunately the District lacks the resources to be able to provide staff supervision for every route in the District and we will need to rely on continued communication from the buildings to the students and updates from bus drivers. Safe driving practices will remain the number one priority for bus drivers, however.
Possible Additions to Existing Bus Routes a Challenge
The option of adding multiple bus routes to the existing schedule has been discussed and presented to the School Board, but there are two main obstacles that have prevented us from moving forward so far. First, there is a severe bus driver shortage currently throughout the country. Over the past few years, we have struggled to hire and retain enough staff to maintain our current routes and adding more to our existing schedule would present challenges. In order to help ease this burden over the last few years, we have explored alternate solutions such as leasing school vans for smaller groups, contracting with other area bus companies to fill in gaps, combining routes with other area districts and providing training for some of our own staff to get their bus license. The second challenge to adding more routes to our current schedule would be funding. The current transportation budget for the District is just over $1.2 million. To achieve a ridership number of no more than 24 students per bus throughout the District, the total cost would exceed $500,000 for the year. In addition to many other new expenses needed to reopen schools this fall to provide a safe environment for students, there is also a lot of uncertainty regarding the state budget and we are anticipating a decrease in original funding planned for this year resulting in potentially significant deficit spending for 2020-21.
General Expectations
- Students will be required to wear masks at all times when riding the bus.
- Masks will be required for drivers.
- Bus seats and other high touch areas will be disinfected after each route.
- An electrostatic sanitizing spray device will be used on each bus at the end of every day.
- All students will be assigned seats and siblings will sit together.
- Loading will occur from back to front.
- Non-essential off-campus trips will be eliminated.
- Windows will be open to increase circulation when appropriate.

- Visitors are expected to wear a face covering.
- Visitors may be restricted to the main entrance and office areas.
- Sorry, no volunteers permitted.
- Service providers permitted during school hours will be screened and isolated from staff and students.
Protocols will be re-examined monthly.

- In-building substitutes.

- UV lights for the HVAC system.
- Face masks for staff.
- Clorox Total 360 Electrostatic Sprayer Machines.
- UV Mobile Room Sanitizer Machines.

- Sneeze guards.
- Directional floor signage and other signs.
Federal Funding
CARES Act and ESSER Grant
- $13.2 billion allocated nationwide for K-12 education with $174 million distributed to Wisconsin.
- School district allocations determined by Title I Grant funding and the estimated funding amount for the Cedarburg School District is $57,431 with a portion to be distributed for private schools in the area who elect to participate.
HEALS Act
- The current bill being proposed would allocate an additional $70 billion for K-12 education.
- The bill currently has language in it that would reserve a large portion of the funding for school districts that have an approved reopening plan for 2020-21, but that may change.

Athletics and activities will be available to students in all learning options but are subject to WIAA guidelines/rules and local/state COVID-19 health requirements and protocols.
Fall Season Sports
The status of athletics will be monitored along with the WIAA. The WIAA Board of Control voted on July 23 to delay the start of the fall sports season with the following start dates:
- Aug. 17th: Cross Country, Girls Golf, Girls Tennis, Girls Swim
- Sept. 7th: Football, Volleyball, Boys Soccer
If school changes to virtual-only for all students at any point of the year, athletics and activities will be suspended.
Each activity/co-curricular is subject to change based on the ability to implement appropriate safety measures.
